Our Council requires the Troops to send in an Council developed Eagle Palm Application and have Council review and approve the application before the Palm BOR can be held. His Troop had a number of Scouts receive the Eagle Award over the past 12 months. The Troop and used National's form and sent it into the Council in order to purchase the palm. Council refused to accept National's form and required the Troop to submit using the Council Palm Application. Now none of his Eagle Scouts are wanting to work on Merit Badges and work for Palms. Sort of another hurdle reason for the Eagle "to fly away" from the Troop.
With internet advancement, is there a continuing need for a Palm Application? If Palms are Troop advancements and not Council advancements -- why do we need Council approval inorder to hold a Palm BOR?

... The only Council approval needed to hold a BOR is for Eagle. ...
One of the purposes of the Eagle Palm application verification is to ensure that you do not use MBs for say the Gold Palm that were already used for the Bronze Palm. If a scout in on Palm 4 or 5 they must make sure that the scout is earning MBs not previously credited so he meets the requirement. IA won't give you that information.
